Experimental ditching test conducted by a pilot most likely from the NACA Langley Aeronautical Laboratory.* The B-24 was ditched into the James River on September 20, 1944. A pilot flew the plane into the water and the B-24 definitely experienced damage. Silent.

*The YouTube comments indicate the pilot worked for the NASA Langley Research Center, but as desertdog5051 pointed out, NASA wasn't formed until 1958.

I didn't write the copy, but you are correct. The text came from YouTube. I'll edit.

I'm sure glad the pilot was liberated from the cockpit.

Might be NACA (of NACA duct fame). They're the predecessor of NASA.
